Representative Gail Finney, a native Kansan and long-time active Democrat, was first elected in 2008 to serve northeast Wichita’s 84th legislative district. Subsequently, in 2010 she was overwhelmingly re-elected with 73% of the general election vote.
Finney is married to Jerrold and they have three sons and three grandchildren. They are both self-employed and own two small businesses. Finney graduated from Friends University in Wichita, KS with a Masters Degree in Business Administration (MBA) and a 4.0 GPA. She also holds a Bachelors of Business Administration (BBA) from Wichita State University.
For many years she has worked tirelessly to help improve her community and to help Democratic candidates get elected to office. Prior to being elected, she served two years as Vice Chair of the Sedgwick County Democrat Party, volunteered on many campaigns, and she was elected twice as a precinct committee woman.
Finney’s political platform includes investing in quality education, promoting small businesses and job creations, protecting Kansan workers, expanding health insurance coverage for more Kansans, and making health care more affordable for everyone. She also strongly advocates for allowing the use of medical cannabis for the chronically and terminally ill patients of Kansas.
In the Kansas State House, she is currently the Ranking Minority member of the Vision 20/20 committee and she also serves on the Commerce and Economic Development, the Utilities and Energy committees, and the Kansas Interagency Coordinating Council.
Nationally, Representative Finney is very active as well. She serves on the Council of State Governments’ (CSG) Health Policy Committee and serves on the National Black Council of State Legislators’ (NBCSL) Health and Human Services, and the Business, Financial Services, and Insurance committees.
In 2009, she was one of 36 individuals throughout 11 Midwest states and Canadian provinces selected by the Council of State Governments to participate in the Bowhay Institute for Legislative Leadership Development (BILLD). BILLD is a leadership training program designed to help legislators develop the skills necessary to become effective leaders, informed decision makers, and astute policy analysts.
Professionally she has an extensive and solid background in business consulting, conference management, and training with specialization in diversity and minority business development. She has served as founding director for the former Kansas Minority Business Development Council and as a business consultant for the Dallas/Fort Worth/Arlington Minority and Small Business Development Center, the Greensboro Small Business Development Center (SBDC), and for Wichita State University’s SBDC.
As a consultant and small business owner Finney has trained and consulted small business owners in start-up procedures, business plan and loan application preparation, financing, accounting, operations, management techniques, certification, sales, and marketing strategies.
